Connecting a developer to a state funding pathway

Housing Development · Middle Georgia · In progress

A residential developer held an advanced project — site secured, zoning approvals already in place — and needed state infrastructure funding to make it work. What the developer did not have was a working understanding of how that funding actually reaches a project: which office administers it, who inside local government manages the pathway, and what a county requires before it will carry an application forward.

This illustrates the role Beverly Strategic Group can play in government navigation. The firm does not submit applications, does not represent clients before public bodies, and does not control whether a project is funded. It shortens the distance between a good project and the people who decide.

Reducing operating costs for a rural county

A rural Georgia county carries solid waste costs that consume a meaningful share of a constrained budget. Beverly Strategic Group is working with the county's ranking elected official and a specialist firm capable of documenting and reducing those costs.

Building affordable housing through a public land bank

Community Development · Bibb County, Georgia

James Beverly founded The Mosaic Development Inc., a 501(c)(3) community development organization in Macon. Mosaic partnered with the Land Bank Authority to acquire land and begin developing affordable housing in Bibb County — the kind of work that requires a public authority, a nonprofit developer, and local government to move together, none of which can accomplish it alone.

Legislative leadership in a divided chamber

Georgia House of Representatives · 2011–2025

More than thirteen years in the Georgia House of Representatives, including eight years in caucus leadership — four as Minority Caucus Chairman, from 2017 to 2021, and four as House Minority Leader, from 2021 to 2025. Leading a minority caucus is an education in the subject this firm sells: complex initiatives rarely advance without attention, trust, and alignment across parties, chambers, and interests that do not agree by default.

Advisory support alongside registered advocacy

Engaged to provide strategic judgment and stakeholder insight alongside a firm that held the registered advocacy scope. The division of labor is the point, and it remains how Beverly Strategic Group operates: registered professionals perform registered work, and the firm provides landscape judgment, relationships, and navigation.

Engagements are described without client names, and in some cases without identifying details, to protect confidentiality. Beverly Strategic Group is a strategic advisory firm. When and if an engagement requires lobbying services, we engage qualified registered partners — or register our firm and/or its personnel — as the law requires. Government and institutional decisions belong to the bodies that make them; nothing described here should be read as a claim of influence over an official decision.
